The Texas Budget and the Budgeting Process

The most consequential things the Texas Legislature does every session is consider the governor's proposed budget, change it as it wishes, pass it and send it back to the governor who then has the power to veto specific spending items.

Rather than call it "the budget" however" the bill is referred to as the general appropriations bill. This is at least partially due to the fact that an item in the Texas Constitution states - as does the U.S. Constitution - that money can be drawn from the treasury unless on appropriations from the legislature. Think of the appropriations bill as a big check book written up by the legislature and sent to Texas agencies to cash.
