From the Center on Budget and Policy Priorities: How Effective Is the Safety Net?

Something to file away for a future discussion of the social welfare policy.

The author argues that without the "safety net" - items such as " SNAP (food stamps), refundable tax credits like the Earned Income Tax Credit, or rental subsidies" - the poverty rates would be twice as high as it is now.
