Articles Nine and Eleven - Local Governments

These two parts of the Texas Constitution outline the powers of counties and cities - the two principles types of multi purpose governments in the United States. These two types of government were introduced earlier in a general form. Here we try to get specific about each so we not only understand their basic design, but also their roles in the governing process and the impact the state can have on each. It is considerable.

Article Two - The Separated Powers

As with the United States government, the state of Texas is composed of separated powers. The three functions of government are vested in three separate institutions and that separation is reinforced with checks and balances. That said, the basic design of each in Texas is significantly different than that on the national level. This has consequences for governance in the state.
